You dint mention your OS. Well for Win7, here's what you should try -- On the left hand side there is an option that says, 'Turn Windows features on or off' click that. Click the plus sign next to Games, and you should see FreeCell there with no check mark next to it. Click it so there IS a check mark. Hit Ok, and it should reinstall.

If not, then try doing the same steps of turning off and turning on the windows features from this new account. After enabling the Frrecell from windows features and if it is still not available, try running the Windows Update. It might just download it afresh. Or unlock it or reinstall it.
